DOB Requires Owners to Provide Tenant Protection Plan Notice

Effective July 18, 2018, building owners must post or distribute the official Department of Buildings (DOB) Tenant Protection Plan (TPP) notice upon receiving a work permit. The new requirement complies with Local Law 154 of 2017 and with Local Law 159 of 2017. Forms are available through the DOB website.
TPP Notice Requirements
TPPs are required for construction projects in residential buildings where at least one dwelling unit is occupied during the work. Owners must distribute the TPP notice to each occupied unit or post the notice in the building lobby, as well as in the following locations:
- On each floor within 10 feet of the elevator OR
- Within 10 feet of or in the main stairwell on each floor (for buildings without elevators)
Failure to post or distribute the approved DOB notice may result in penalties.
Local Law 154 also requires owners to notify the DOB at least 72 hours before beginning any work that requires a TPP, using the online notification form.
