Meet DOB’s Newest Permit Application (PW2), Effective June 18

Effective June 18, 2018, all filings will need to use the new Permit Application (PW2) issued by the New York City Department of Buildings (DOB). The PW2 changes will comply with three local laws regulating site safety on multiple dwellings, including general contractor confirmation that all workers have completed the proper safety training.

 

 

  • Local Law 149 of 2017 requires monthly audits to be performed on 25% or more of construction filings on buildings that include at least 25% rent controlled, stabilized or affordable housing units.

Change: The new PW2 form asks for the total number of units and how many will be occupied during construction.

  • Local Law 188 of 2017 establishes a new Real Time Enforcement Unit charged with construction code enforcement with respect to 1) occupied multiple dwellings with complaints related to work without a permit and 2) occupied multiple dwellings with valid permits for (i) altering 10% or more of the existing floor surface area of the building or (ii) an addition to the building.

Change: The new PW2 form asks if the proposed work includes altering 10% or more of the building’s existing floor surface area.

  • Local Law 196 of 2017 requires that construction and demolition workers on site receive required site safety training.

Change: The new PW2 form adds a statement to the General Contractor Statements and Signature section, “I hereby state that all construction and workers employed or otherwise engaged at the site and working under the permit have received site safety training in accordance with BC 3321.”
