DOB Increases Civil Penalties for Work Without a Permit

Effective December 28, 2017, the New York City Department of Buildings (DOB) has increased the civil penalties for Work Without a Permit violations.
- For one- or two- family dwellings, the penalty has increased to six times the filing fee. The minimum penalty is $600, and the maximum penalty is $10,000.
- For all other property types, the Work Without a Permit penalty has increased to 21 times the filing fee. The minimum penalty is $6,000, with the maximum penalty now capped at $15,000.
Civil penalties for Work Without a Permit violations are paid at the Borough Office that issued the violation notice. The DOB accepts credit cards, certified bank checks, or money orders as payment.
