DOB NOW Launches New Filings: CCD1, ZRD1, Second Reviews of Objections

Just as Rome wasn’t built in a day, the New York City Department of Buildings (DOB) online platform, DOB NOW, has continued to evolve since its pilot phase launched in 2016. On October 30, 2023, the following request types will migrate to DOB NOW:
- Construction Codes Determination (CCD1)
- Zoning Resolution Determination (ZRD1)
- Second review of plan examination objections
As of Monday, October 30, 2023, paper CCD1 and ZRD1 forms, and requests for a second review of objections will no longer be accepted by email—with one exception. Electrical Special Permission requests will follow the current CCD1 process until further notice.
Requests for Determinations and Appeals
When submitting a request for a Pre-Determination, Determination or Appeal, log in to DOB NOW and select +Determinations. Associated fees will be paid through DOB NOW.
Requests for Second Review of Plan Examination Objection
To request a second review of an objection issued by a plan examiner for a job filed in DOB NOW:
- Go to the job filing
- Choose Select Action
- Choose Second Review of Objection
To request a second review for a job filed in the Buildings Information System (BIS):
- Select +Requests
- Select Second Review of Objection
- Enter the BIS job number
Determination requests and requests for second reviews of objections filed before October 30 will use the current process and will not require refiling.
