Initial LL 196/2017 Compliance Deadline Now in Effect

The phase-in period of Local Law 196 of 2017 is now over. As of December 1, 2019, all jobs that are required to designate a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager must ensure that every worker on the job has completed 30 hours of OSHA site safety training (SST). In addition, all supervisors will need to have completed 62 hours of training by this date.
Worker Requirements
Workers must have a Limited SST Card or an OSHA 30 card, earned upon completion of an OSHA 30-hour class, as proof of the SST requirement. Instead of the 30-hour OSHA class, workers may also complete either a 10-hour OSHA class, supplemented by 20 hours of additional training, or a 100-hour training program approved by the Department of Buildings (DOB).
By September 1, 2020, every worker will need to complete an additional 10 hours of training. At that time, every construction worker on sites requiring a Construction Superintendent, Site Safety Coordinator, or Site Safety Manager must have 40 hours of OSHA site safety training.
Supervisor Requirements
To receive a Supervisor SST Card, construction supervisors must complete the following training requirements:
- OSHA 30-hour class
- Fall Prevention (8 hours)
- Chapter 33 (8 hours)
- Supported Scaffold User & Refresher (4 hours)
- Site Safety Plan (2 hours)
- Tool Box Talks (2 hours)
- Pre-Task Safety Meetings (2 hours)
- General Electives (2 hours)
- Specialized Electives (2 hours)
- Drug and Alcohol Awareness (2 hours)

SST Violations
If any worker on an affected job does not have his or her Limited SST Card or OSHA 30 card, DOB will issue a violation and fine of $5,000 per worker. Violation will be issued to both the site owner and to each permit holder.
