DOB Introduces Gas Work Qualification Requirement

As you’re likely aware, Local Law 152 of 2016 requires periodic inspection of gas piping systems. While the New York City requires all “gas work”—as defined by the New York City Fuel Gas Code—be performed under the direct and continuing supervision of a Licensed Master Plumber (LMP), the gas piping system inspections are not considered “gas work.”

In fact, Local Law 150 of 2016 creates additional certifications to allow plumbing professionals to conduct such inspections.

  • Full Gas Work Qualification (Full Qualification). This qualification allows a person to perform gas work “under the direct and continuing supervision” of a LMP. Full Qualification does not expire.
  • Limited Gas Work Qualification (Limited Qualification). This qualification allows a person to perform gas work if the individual is “both working under the direct and continuing supervision of a LMP and such work is performed under the personal and immediate supervision of either (1) a LMP or (2) a person who holds a Full Qualification.” This qualification expires after five years and may not be renewed.

Beginning January 1, 2020, anyone performing gas work must have either a Master Plumber License or a Qualification for Gas Work, as required by LL 150 of 2016 and the Rules of the City of New York.

Gas Work Qualification Requirements

Applications for Gas Work Qualifications and new requests for Journeyman Plumber registrations must go through DOB NOW: Licensing.

Full Qualification

  1. Provide proof of passing DOB-sponsored Gas Work Qualification Exam
  2. Satisfy one or more of the following conditions:
    1. Hold a Journeyman Plumber registration
    2. Completion of plumbing apprenticeship through a program approved by the New York State Department of Labor (NYSDOL), with at least one year of full-time experience performing or supervising plumbing work under the direct and continuing supervision of a LMP
    3. At least five years of full-time experience under the direct and continuing supervision of a LMP—including at least one year of experience in New York City

Limited Qualification

  1. At least six months of full-time experience performing plumbing work under the direct and continuing supervision of a LMP
  2. Satisfy one or more of the following conditions:
    1. Successful completion of DOB-approved training program related to gas work (minimum of 16 hours)
    2. Is a registered plumbing apprentice in a program approved by the NYSDOL

Individuals who receive the above qualifications must carry their Gas Work Qualification Card and government-issued photo identification at all times when performing gas work. Both card and identification must be presented upon demand to any authorized enforcement officer.
